Tidal Lowlands Development is an integrated effort where inputs are required from the main system until field level. It is a slow process demanding high inputs from all stake-holders.

About two million ha of tidal lowlands in Indonesia have been developed for agriculture and settlement purposes, by both local settlers and the Government. Recently the government schemes have been transferred to a large extent from the Central Government to the regional government. In light of this there is an urgent need for guidelines on water management, operation and maintenance of these schemes. Some more detailed information on the tidal lowland development is given on this web site. Within the framework of the former Memorandum of Understanding between the Ministry of Public Works of Indonesia and the Ministries of Transport, Public Works and Water Management (Rijkswaterstaat) and Spatial Planning, Housing and Environment of The Netherlands one item was Lowland Development. Under this item, so far two joint workshops have been held, the first in June 1996 and the second in September/October 1998. Based on a proposal for future co-operation, it was agreed that support would be given under the ‘Azië Faciliteit’. Due to the political and organisational changes that have taken place during the past period in Indonesia, the actual implementation of this project has been delayed. However, the joint activity regarding the preparation of guidelines for lowland development has been included in a reduced format in the new Memorandum of Understanding between Ministries of Public Works, DG. Water Resources of Indonesia and the Ministries of Transport, Public Works and Water Management, and of Spatial Planning, Housing and Environment of The Netherlands. The project will last three years from 2002 until 2004 and will include four workshops/teaching seminars and the monitoring of pilot areas in three secondary blocks of about 250 ha each, for 20 months in cooperation with Local Government. The project has been now extended until April 2008 and is more a program assistance with more elaborate objectives, covering all aspects of development in principle. (See below of this page for link to Objectives) Expected outcome of the project - guidelines - where applicable manuals - on operation, maintenance and management of the water management systems in tidal swampland areas; - an initial start with guidelines - where applicable manuals - on operation, maintenance and management of the water management systems in non tidal swampland areas; - concerned staff at regional and district level that is able to apply the guidelines, or manuals in their practice; - sustainable operation, maintenance and management of the water management system in a selected secondary block, which may also be used as example for other blocks; A new project is in preparation named Propagation Development Tidal Lowlands. (PDTL) This project aims to extent the knowledge and experience to more provinces on Sumatra and Kalimantan. This means a lot of training and a major input from Indonesian side to sustain the experience in each province. Local knowledge must assist the government to plan the yearly inputs of the government in cooperation with all stakeholders. Farmers, Public Works and Agriculture.
